In step 6 after sauteing the garlic you will be adding the rice to saute.
Can you use frozen lobster tails and ,if so, do you have to thaw the first and/or adjust cooking time?

You can use frozen lobster tails. Our recommendation is to let them thaw but if you cook from frozen increase the cooking time a few minutes.
I made this last night and it was way too salty. I think that 1 tbsp should have been 1 tsp. It was ruined:(

I am not quite sure what you are referring to. The steps you mentioned all contained the correct setting for Instant Pot Pressure Cookers.
